Are people buying more, or less? 50 = neutral
What it shows. How busy the housing market is right now compared with normal. 50 is an ordinary month. Above 58, people are buying more than usual; below 42, less.
What goes into it. Four things measured every month: how many homes were actually sold (ANCPI), how many buyers contacted sellers (Storia and OLX), how much mortgage credit banks gave and at what rate (BNR), and how fast the prices actually paid are rising (INS).
How to read it. The range under the number says how sure the reading is: narrow means solid, wide means take the number as a hint. It measures activity, not prices, and it is not investment advice.

The index over time
Prices actually paid, change vs a year earlier (INS)
Dashed: reconstructed month by month from the sources' own published histories (ANCPI units sold, Storia/OLX buyer contacts from Nov 2023, BNR credit, INS prices) — the same formula, only the inputs that existed for that month; the shaded band is the 90% range. Solid: the index as published, recorded monthly from October 2026.
e-Terra (ANCPI) cyber incident: no clean sales series after 2026-06. Scores are a provisional nowcast — the completed-sales anchor still carries ≥35% of the weight, so more real buying always moves this up, less always down.
3-month completed-sales momentum vs Romania's (the shared seasonality cancels), shrunk toward the country by sample size. Above 58 = hotter than the national market, below 42 = colder.
No score currently reaches the methodology's official publication threshold (confidence ≥ 40) — read the ranges under each score, not the score alone.
Excluded: Teleorman (with its seat Alexandria) — unreliable ANCPI series (implausibly low volume)
ANCPI publishes a dedicated sales series only for county seats — other towns would be fabricated granularity, so they inherit their county's reading instead.
Excluded: Alexandria — seat of Teleorman, unreliable ANCPI series (implausibly low volume). A seat's reading is only as sound as its county's series; nothing else on this page depends on it.
National components: ANCPI iun 2026: 13.460 unități individuale vândute, +5,1% a/a · Storia/OLX aug 2026: contacte de cumpărători −20,0% a/a · BNR (via BCE) aug 2026: stoc credit locativ 121,9 mld lei, +6,1% a/a · BNR: dobânda creditelor noi în lei 5,65% vs 5,81% a/a · INS/Eurostat HPI 2026 T2: +12,1% a/a (nominal). Supply and macro components: no monthly source yet; their absence lowers the confidence shown.
* = small sample, reading pulled toward its parent geography (city/sector → its county, county → the national reading). Methodology: RO-HMI v0.1 (weighted signal groups, empirical-Bayes shrinkage, logistic 0–100, persistent 3-state regime filter). An activity index, not a price forecast and not investment advice.
County seat / county benchmark, apartments €/m².
Sources: Storia listing medians with sample sizes (n), published city indices (Imobiliare.ro), Blitz.ro portfolio averages, SonarHome — asking prices, useful-area basis for apartments, built-area for houses. Cities enter rankings only with a published index or n ≥ 8. The national figure is listing-weighted. Asking prices typically close 4–7% under ask. This is a market indicator, not an official (ANEVAR/INS) statistic.
